Abstract
In the era of digital transformation and the Fourth Industrial Revolution, artificial intelligence (AI) has emerged as one of the world's most critical strategic technologies. By significantly impacting economic, social, and security domains, AI has reshaped the global power dynamics and become a vital factor in national development and international competitiveness. In the near future, AI is poised to play a pivotal role in national independence and self-sufficiency, akin to the role of nuclear energy. This study aims to investigate the macro-strategies of the Islamic Republic of Iran in developing its AI infrastructure, grounded in the intellectual framework of the Supreme Leader of the Islamic Revolution. The primary research question is: What strategies have been emphasized for developing the country's AI infrastructure, and what operational framework can be proposed for its implementation? This research employs a qualitative content analysis methodology with purposive sampling to examine the Supreme Leader's statements and relevant upstream documents pertaining to AI. Through a systematic analysis of these documents and strategic directives, this study identifies key priorities and challenges in Iran's AI development trajectory. The research hypothesis is that Iran's technological independence in AI necessitates substantial investment in research infrastructure, strengthening systematic connections between government institutions, universities, and the private sector, and developing indigenous AI capabilities while fostering international scientific collaboration
